Bear in mind that the retail bluray is not cross buy (I believe at least) and that the version on PS Store for £11.99 is.
It has been reduced on the store before also. Just depends if you want the physical copy or happy enough with the digital one and if you have more than one PS system.

They're bumping the price up in March due to the 2 story DLCs that are coming out later in the year so this might be the cheapest it'll get before that

It's a bloody great game. You may burn through it pretty quickly but that's because it's great, not because it isn't hard - because in some places it really can be. Don't be fooled by the NES-style graphics, while deliberate they're also unique to the game itself. If you love old school gaming, a challenge or even beautifully-made videogames, this is one for you.
Buy it now! Worth every penny.
