These things will have been tested to destruction (literally) worry not.
They say a little knowledge is a dangerous thing, and nothing more than with electricity... these things draw an imperceptible amount of current when not in use, I'd be surprised if its 1p a year in cost...
Why worry about these things, youre happy enough to leave the tv, sky box, fridge, dishwasher, washing machine, toaster ect ect ect plugged in 24/7 so stop whittling !

When they start making them so you can turn off the USB part, it might be something worth thinking about! Otherwise, they draw power (granted not a lot) the whole time. So you're paying for them just to sit there not doing anything.

in the same way that a mains doorbell is, the transformer is powered constantly,
only uses anything worth talking about when pressed. (virtually nothing)

I had have the 2 usb 3.1amp version made by BG. Can't use phone while charging because the USB ports aren't grounded. It's caused by static build up. Socket is fine and earthed. I don't like it and am no longer a fan of these sockets. Rather use something better

If you look at standard 3 pin USB plugs the earth pin is usually plastic so it's the same for them
