The new one has some new textures and lighting effects so is supposed to look better. There are mods that available for this version that can improve the graphics (inc a high res texture pack released by Bethesda themselves) the jury seems out on whether the Special Edition actually looks that different in the end. I don't believe there is any new content in the Special Edition over what's here either.

The main improvement is the 64bit support which enables running more mods at once.
