Paypal is not a small company and it is very trivial to link things like this to individual accounts. If being an open offer wasn't deliberate, they messed up.

regardless of the size of the company, mistakes can still happen and no doubt someone will get in trouble for this, or more likely they will just find some way of fixing it for those who legitimately missed out.

It wasn't really a loophole. I was on the official list for this and PayPal included the redemption link in the email so you didn't exactly have to be Julian Assange to get to the bottom of it.

Microsoft cleverly do not take any steps to prevent people from buying digital content from other parts of the EU like they do with other regions. They don't advertise that you can do it but they won't stop you from doing it either.

This wasn't an 'exclusive offer' for targeted individuals. There is a banner link for it on Paypal's "All Offers" page at: Paypal Link. It does state "Limited Quantity" though which I guess has now all been used up.
