How can it play 720p video on 320p screen. Neo is usually the **** version of the galaxy.

Its quite easy - it downscales. So, the viewer won't see 720p video (as you describe, due to screen resolution) but if you give the device a 720p file then it could play it.
As opposed to (for example) giving it a 1080p file which it would just refuse to play.
Obviously it's highly debatable whether such a feature is worthwhile, but for people who maybe already have files in that format and can't be bothered to convert it could be worth it.

To be fair though I'd not bother with this Samsung Tizan OS based watch for that money. I'd instead opt for the Android Wear OS based Sony Smartwatch 3 - a more capable and better supported device in my opinion. Price-wise they're generally slightly cheaper too:
I doubt it, Mobymemory have been around for years. I think they only had about 40 or 50 units

Seems to be ok, if you have a sony phone otherwise some of the features don`t work. Apparently the battery life is only about a day and AFAICT it doesn`t have a heart rate monitor
