Leading authoroties recommend that both ionisation and photoelectric smoke alarms be installed to help insure maximum detection of the various types of fires that can occur within the home. Ionisation sensing alarms may detect invisible fire particles (associated with fast flaming fires) sooner than photoelectric alarms. Photoelectric sensing alarms may detect visible fire particles (associated with slow smouldering fires) sooner than ionisation alarms. industry experts recommend specific locations for smoke alarms, such as every level and sleeping area of the dwelling.

This post should be at 1022 not 22. People are still losing their lives to fire and this little inexpensive item could have saved them. Buy it/vote it hot and if you've already got one give it to someone you know who hasn't.
Heat for me.

Who pays for them when you get them from the fire service? nothing is ever free.

Tax payers. Your contribution will be less than 1p. So, I would say free.
The one you've linked to has a fair few poor reviews on Amazon, which are a tad offputting.

The Kidde 29D isn't tested on the Wh*ch website (don't read anything negative into that) however the Kidde 10Y29 suggested above is. Overall it gets a 73% rating.
Pros - Simple to use, good response in all fires, decent sound level, clear instructions.
Cons - There are even quicker performers and louder alarms overall.

Contact your local Fire & Rescue Service, and request a home safety visit, everything is free including the detectors (well actually paid for by your taxes!)

Not if everyone got one. I guess there will always be people not prepared to pay for their own safety and sponge of the tax payer.

Cost per tax payer = (number of spongers * cost per device * avg. number of devices per household) / number of tax payers.

Not implying that some people shouldn't get them, but for those able to buy and fit their own, no reason to use the fire service

No, the fire service come to your house and provide valuable advice after walking around. The free alarm is just a perk and funded. It is open to the rich and poor. It is not about being able to afford one or not. Their advice could be useful.

Wouldn't be without one, but someone needs to design a nicer looking fire alarm, rather than just a horrible square chunk of plastic.
