This is for the xbox 360 version of the game when £40 was the going rate back then. This is simply used to redeem £40 of Xbox Credit for £35, its up to you what you spend it on

The card says £40. It will be £40 on yr account.
The cost on xbl for gta cash will vary

it says 40.00 on the pic but description says gta cash so if gta cash is down to 35.00 value i guess that would be the reason you get 35.00.
