I would recommend the hyperx ones. They are actually really good. You can even detach the microphone and just use them as headphones. The presentation box you get is really good too.

I'm looking for a budget gaming headset for my son for his Xbox one S for Christmas, this or some Turtle Beach X12's?

I am also buying a set for my almost-13 year old. These are the ONLY set I'm considering - because I know the build quality will mean they will last. He has gone through quite a few sets of headphones, they all seem to snap after a matter of weeks because the headband is plastic...whereas these are metal.
There is also a Cloud II headset but it's double the price, and I haven't had 1st hand experience of those. I know these will be more than up to the job. Also the mic is detachable (and therefore potentially replaceable).

Just to give you the heads up. Turtle Beach are cheaply manufactured and £ to performance the quality is dreadful. But these are what kids want, TB were the first to make a 3rd part headset for Xbox 360 and all the kids wanted one. Unfortunately they have managed to keep their cheaply made headsets selling to the console users.
Highly advise you to get either the above as a budget set or look more down the lines of Sennheiser/HyperX/Plantronics.

All the clouds are the same, they're rebranded takstars, but with different accessories. Cloud II have a USB soundcard for (optional) 7.1, Cloud Core don't have all the attachments but will work with all consoles still. All of them work with PC as default.

I can actually personally vouch for these headphones, used them for CSGO at the Dreamhack event in London last year, excellent sound quality and positioning. Maplin also called me when I reserved to tell me there is a £5 gift card they give to you instore after the purchase. Seems pretty good, a wicked deal so far. I'll get back to everyone about headset comfort and mic quality when I pick it up later!

Is there a mute button on these?

Not as far as I'm aware. Why would you need it? To be honest the noise suppression on the cups is so good you probably wouldn't here anything anyway.
EDIT: Doh! I'm guessing you mean a mute on the mic? No there is not. It's attached with e 3.5mm jack though, so VERY easy to simply pull the mic out when you want to mute it.
