Probably not. The sending device would need to have WiFi, and run a browser or something which can connect to the Chromecast. In addition, the Bluetooth speaker would need to have an Aux-in audio connection, to take the output signal from the Chromecast.
Bluetooth 'senders' aren't too common, but you might find something on eBay which would do what you want.

Could these make wired speakers wireless? So maybe a laptop could play through them? But from a different room?

If your speakers have an aux input then yes
I do know someone who has a hifi set up, has the chromecast plugged into the aux or headphone jack on there amp and then plays music from laptop or tablet to the hifi

The speakers must be 'active' speakers, in other words have an amplifier. like a Bluetooth speaker with an aux in, or a hi-fi with some kind of input. the output of the Chromecast is only 'line level' on its own (not loud enough). I plug it into the aux-in of my 20 year old hi-fi, and it is really good, sound quality is much better than i expected, I bought it last time it was £15, tempted to buy another. Heat!

Great little gadgets for multi-room setup (just need Spotify premium to use them - doesn't work with iTunes!)
