It has been delisted along with the DLC making the DLC completion hard to impossible and there were reports of server issue making the base 1000g hard too.

Doubt there's high enough demand to make it worthwhile. Adding the previous locations to Horizon 3 would be great though.

Yeah couldn't agree more. Love Forza 6 on the newer console but playing through Horizon 1 and surprisingly more enjoyable than 2. Not bought Horizon 3 yet as it will go down soon and like everybody else I have far too many games that I will never open let alone complete!
