I suppose there is a little bit of a replay value to see how some of the other options pan out (e.g. some options pair you with different secondary characters).

We don't know. The Windows 10 store version is still pretty rubbish. This steam version has big updates to it to enable it to run on DX11 and Windows 7.
It sounds like Remedy virtually ditched Windows store support and spent time working on this version. You would hope they spent the last few months fixing it up and making it better. We won't really know til it launches. So hold off if you are still unsure.

the size will be due to the vast amounts of video in between gameplay, guess it's pretty much uncompressed at that size!

It is pretty ridiculous. I know they wanted to have high quality video but with the likes of HEVC around that isn't a very good excuse for such whopping files sizes. Just another one of those odd ball decisions made in this game for the store.

On the Xbox One and Windows 10 versions you could save space by streaming (or skipping) the TV episodes. I'm not sure if that would be possible on Steam though.

I wish i'd waited to play this, played it on a 970 and had to dial it down, now I have a 1070, but as stated above, no replay value. Very much enjoyed playing it through though and would recommend if someone is after a single player to kill 10-12 hours. A fair amount more if you're into collecting things, and in this game you really have to collect things to get the most out of the story.

probably a stupid question but if you buy this one does it only allow you to have it on steam or like the windows 10 version would it allow you a copy on the xbox one too same email just different username obviously

This is called Xbox Play Anywhere, most new games are using this but this is not one of them anyway. See http://www.xbox.com/en-GB/games/xbox-play-anywhere.
If it was, it allows you to buy on either Xbox One or Windows 10 and play on the other platform, does not include Steam

Didn't know that thought it was just a simple Steam release, think I will hold off but at least it sounds alot more hopeful than the mess it was on the Windows store. Thanks for the info
