They're still working on a PC version of XL, it was in beta last month. I doubt the extra content will be free but if they have any sense the base game will receive the same updates.

It's going to move the same way Street Fighter IV rebranded to Ultra Street Fighter IV. All owners of Mortal Kombat X will be updated to Mortal Kombat XL (how it will show in the Steam library) however those without the XL pass (or whatever it's called at the time) will be restricted to using the kharacters from the standard edition and/or extra kharacters they have purchased through extra kontent.
