Since the capcom bundle isn't for UK accounts I'd imagine their 45% code doesn't work in the UK either.

Its the full game, but if you want all the characters you are going to have to get them via in game fight money which you can get from winning online matches and through story mode and survival OR you can get the season pass via the psn store
