I checked out through PayPal, and then was asked for SMS verification. I did it, and it went through fine. You'll have to go back in to your account orders page to find the key, it won't be in the email.

Took 3 hours, but it verified and went through. I paid by Paypal and verified by a UK phone with an SMS.
