Adobe CC is now only sold as a subscription option. Try buying a previous version on EBay.

Only reason anyone seems to buy into the creative cloud is because it looks better on the business books then buying it out right.

Actually paint.net isn't that bad for free, it's got layers in it. And there's always Gimp
