Good price for a new, branded i5-6400 mini tower desktop from a well known seller.
I know the PSU will be low power but it's a decent starting point for under £300

CPU alone is worth around £170
Not sure the rest of the hardware is worth £100 though.
It comes with Windows 8.1 pro which I believe is not upgradeable to 10 anymore.

It is, you can either use the Accessibility upgrade or fresh install Windows 10 and roll the clock back a month. I know that's insane and Microsoft shouldn't let it activate like that, but for now it does work!

The details are a little confusing as in the detail it lists as Win7 Pro but with an upgrade path to Win8.1

My guess is it will be supplied with 7 and 10
Or 8.1 and 10 . If not though and people want 10 it can still be got free via the accessibility work around so not a big risk IMO. with that PSU should be able to power a 460 quite reasonably too I'd wager.

Im loving Windows PCs these days, especially now that we have SSDs, unless you're gaming you can buy a PC now that will be useable many many years down the line and they cost peanuts. Its just not worth building one yourself these days with the deals that are about.

Anyone know would a RX 460 fit in this? I know it'd need a PSU upgrade also but just curious.

GTX 950 would be the sensible purchase it uses up to 90W and the RX 460 uses up to 75W, the 950 having better GPU performance in non Vulkan API supporting games, which is just about every game give or take 3.

You wouldn't need a psu upgrade tbh. A 460 or nvidia 950 or 960 would be my choice though

would a GTX970 be too much for this machine?

Yes it would. Upgrade to a 500W psu and you'll be fine.
