does it allow you to charge it while it charges a phone? my previous one said would reduce its life. but my dad's allows it.

That kind of defeats the entire purpose of these things. Sort of like refilling your car whilst driving. I mean......I'm sure it's possible........

Anyway, to answer the question; any (dis)charging of the device will reduce its life. That is a limitation of the type of battery technology used. Capacity will reduce over time, tending towards zero until they are essentially useless.
I personally wouldn't recommend charging and discharging simultaneously on any of these devices. It will more or less certainly impact upon charging capabilities, particularly if the power bank is 'dead'.

it's for when you are on holiday
so my dad has this big powerbank with 4 usb out connections and one usb in connection for charging
you can leave it overnight to charge the battery pack AND charge your tablet/phone etc
so if i go on a trip and want to recharge my battery pack and my phone and my tablet, can i do it with just one plug socket?

why would you want to charge the battery and the other thing from the battery at the same time, what's the situation that occurs in, just plug both in?

you then have to pack more than one usb charger. and good usb chargers eg 2a are rare.
