Well you 'could' but if you mean can I tether this abroad for free without any additional cost (like Three's contract sims) in Feel at Home Countries, I've never managed to get a single definitive answer from three (or managed to get it work for free myself)
The three t&c states you need to buy an add-on, which gives you 30 days of data in Feel at Home Countries, these start at an additional £10 for 30days, with normal use (without an add-on) data is charged at European roaming rates.
The other school of thought put forward by three's Live Help is that this 3GB already acts as an 'add-on' therefore is usable abroad for free, in Feel at Home Countries, with no additional add-on charged.
My own experience (using in an iPad Cellular) in France, seems to suggest its requires an additional 'add-on' (which I didn't purchase) so couldn't get the sim to work abroad.
Three Live help give a very different response to their in-store team, that say an add-on is required. Given the price of these, it would suggest that it would undermine their contract sims giving free Feel at Home data at this price.
People also confuse the 30day rolling 'contract' sim, (30 days notice sim), with 'PAYG', that sim is definitely Feel at Home inclusive. If you get a proper definitive answer let us know.

I always buy a 1GB or 3GB theree sim when I go to Spain. Plug that on my huawei MiFi and I'm set for email/light browsing during the holiday - across all my devices

Good deal, but bear in mind the 12gb sims (trio) lasting 12 months are readily available for about £24 on amazon/fleabay. Just mentioning as it may suit some people better.

not 100% sure what you are saying here but I can confirm that this SIM works perfectly from the USA without any additional purchases. I'm using it now!
3GB of data for £8 is amazing value compared to the £5 per MB (yes that's MB not GB) Virgin Mobile want to charge me!!!

But, I recommend investing in a Mobile Wifi (MiFi).
