I suppose you can yes. It will take you a long time getting to the high level areas. But it's a decent game worth the £10.

If i read it correctly, they're in the process of moving the high level areas and making it one large open world, that everyone from every faction can roam around in at the same time. I'm assuming that means they're gonna be using the same level scaling we saw in the first SP dlc.

Is this a pay per play type game. I.e you need to spend cash to have any chance of doing well and progressing at a decent pace?

You can play it without paying for anything other than your PS+. The monthly in game subscription option gives you a 10% boost to xp, gold and research times, some extra bank space thanks to the new crafting bag and some crowns every month.
