This deal was on a while back and it still seems to be at the reduced price, follow this guide to buy it:
On Windows 10, hit the Windows key to bring up the Start bar and type region. A few results will appear; click on region and language settings.
At this point, pick Ukraine as your region and click get deal at the top of this post, and then complete the purchase with a Revolut card for no fees, when entering credit card details change city to a city in Ukraine.
Once done change your region back.

The only thing stopping me is the fact that this isn't the steam version.

This. Please don't support the Windows store with PC game purchases as it's messing with games. Support it when they work better. If you don't know what I mean, please look up Unified Windows Platform PC games.

No, MS closed this loop hole at the start of the year. I found this out after I tried this "claimed" deal.

I did some reading up on the window store version, it sounds a bit limited compared with the steam version, only option is playing in full screen window mode, so no real full screen mode, which will limits it's gaming performance, shame, I think I shall out for a cheap steam key

You get a few days to get a full refund through Steam now, might be worth giving that a go.

Can you not buy Ukraine Xbox Live credit from anywhere? Last night I bought 500 Russian Ruble Xbox Live credit from G2A.com for a little over £4. As soon as I got the code I changed the region on Windows store to Russia. Went to the redeem code section redeemed the code. Then bought 2 games with it from the Windows 10 store. Then changed the region back to UK.
No Revolut cards or VPN's needed.

I set up a Revolut card (virtual & ordered one to be posted out), added money and changed my MS store region to Ukraine.
I've been charged the 0.30 amount twice, but when I try to buy the game I get an error saying that my card and store region don't match.
The address entered for the card in my MS account was in Kiev with a 5 digit postcode.
Any ideas on what is going wrong?

It's not fear mongering when it's based on Uwp's release history of big pc games. Including their own titles! It's just a healthy reminder that their system is not mature enough, yet.
Also, not everyone is on Windows 10, which this requires.

I bought this last time was on here, I got to the caverns and it crashes every time. Tried starting a new game from beginning same sheesh so it's been shelved and was a waste. What I got to play of the game was very good however. FWIW I'd avoid the windows market place version personally...

Nice price but as it is windows 10 store i will wait for the GOTY on steam, i already got Steam, Origin, Uplay, battle net, Star Trek online, Guild wars, and GOG, that is more than enough for me now. lol

No Steam = no buy. I've made this my rule to save some money because if I had all the relevant clients I'd be going mad by now.

Steam is the best client but their pricing isn't always the cheapest. I see no issues with using Uplay and Origin myself. We need the competition to keep Valve honest.
It should be noted the MS isn't the best but it does work, just.

Doesn't bother me too much. Install the (generally small) clients, have the account details noted down somewhere just in case, then leave them all on auto login. Doesn't seem a problem to double click them and play the game really.

To be fair this game has had a host of patches on windows and it DOES now work properly. Look up the host of patches. The newest one adds proper DX12 async support, multi GPU support, adds vsync toggle, sorts of multi screen issues etc

I bought Rise of the tomb raider from the Russian store for £7 ages ago. I did so buy buying Russian Xbox credit. Redeeming it on my Microsoft account. Bought the game. Then switched back to my UK account. Going to try this with ori now.
Edit: Just tried it bought 500 russian credit from G2A. Changed region on Windows 10 to Russian. Then to Windows 10. Clicked on my account and clicked on redeem code. Took me to the redeem code section (in Russian) put my code in and redeemed. Then I went back to the windows store. Bought Ori and the Blind Forest. Even had enough credit left over for Hitman Go.

I get Store Region Rejections via my debit card (I've not heard of a Revolut Card).
In the address details at checkout I put a Ukranian City and Ukranian Postcode. My card seems to be accepted as I'm taken to the Pay stage...then I get the payment billing store conflict and rejection.... So sad....
Is there another step I should take?

Download Revolut on your smartphone and set it up, once done it'll give you a prepaid card that you can top up with no currency conversion fees and it should work. You get the card number and details before it arrives in the post so you can buy the game straight away.
