Should run very well at 1080 with most settings maxed out, 1440 turn down settings

GTA V will run fine at 1080 & 1440.
Personally, I'd get another 8GB RAM in that system. You will notice a slight difference in FPS, when I play GTA V I'm usually at around the 6800mb area. Not sure if it would run as smoothly if I had 8 and not 16.

with your spec there isn't currently any game you can not play. it's considered an high end gaming pc. you have to remember the gaming industry aims at the mass market and the majority of people don't have high end gaming pc

I went from 8GB to 16GB playing GTA V and didn't notice any increase in frame rates. The game did use more RAM though.

Question 1 : Can this be played on Steam and have Game saves through full support of steam?
Question 2 : Can this run on Ultra 1080p 40-60fps with GTX760 2GB, i5 4670K, 8GB 2400Mhz RAM?

From what I can gather it's a Rockstar Social Club key, you can add it to Steam though with a quick Google but it won't give you all the advantages of the Steam version.
To the first question people in the amazon q and a say it is downloaded through rockstars own service. So Likely it's not steam, if that's a deal breaker I suggest looking out for future steam sales.

It'll struggle, that GPU is EXTREMELY poor. I think the Intel built in Graphics are nearly as powerful!

Looking on YouTube at low settings and 720p you'll get over 40fps. So yes it'll work, just won't look pretty.

it will work but you will have to turn the graphics down to something like they use on consoles. maybe xbox 360 quality

It would run fine, and look pretty damn good. Just not as good as a gaming pc. There are videos on youtube running your configuration, and it looks good.
