Apparently these look similar to what are being sold by eurocarparts. Despite the 30% discount at eurocarparts, these come out cheaper.

these look cheap and will most likely not in the long term be worth it. I would point any looking to buy a tow bar rack toward the thule tow bar racks. I bought one from halfords when on sale at £120 for a 3 cycle rack which came with the lighting bar and thankfully paid them the £15 they wanted to fit it. best £15 I could have spent as it took 2 guys nearly 30 mins to put it together and get it all hooked up. Would would have taken me at least 1-2hr

Nearly every rear mounted bike carrier should have a lighting board. However, how many people actually get stopped?

I'd agree for the odd person carrying one or two bikes (though it's why I gave up on my hatch mounted rack) but four bikes without a lighting board is taking the p*ss somewhat.

Which suggests it's for the USA type 'tow hitch receiver', which you're unlikely to see in UK/Europe.
No wonder they're clearing them out cheap!

I have a very similar version bty the same manufacturer. Flimsy construction and doesn't grip the tow ball reliably. Very cheap though and I have got mine to work ok on my camper by tieing it to the rear ladder...

Trailer boards are less than 15 quid on eBay fully wired so there's really no reason to not have one.
