Good reviews on this although might not be for all. There is no digital input on this, so would need to use a 3.5mm Aux cable. You get a 3.5mm to RCA included with it (If your tv has RCA) It all depends on how you want to use it of course. But for a tad under £20 it looks like a really good buy
2.1 channel with built-in Subwoofer
3.5mm Aux-in jack
Bluetooth
Touch Sensor Keys
3.5mm to RCA Cable included
Thanks for the link, based on the review I'll skip, even at that price.

Bought one of these but returned it soon after. only has RCA connections and sadly emitted a rather loud buzzing sound non stop. Wasn't big enough to support a with 'leg' style stands either.

What size is the base? Is it too big to sit a 21" kitchen tv on?

Should be fine, A review shows a 32" one on it. Obviously depends on your stand size, but most 21" TVs aren't likely to have a larger stand than a 32"

Taken a flyer on this, based on the low cost. Hoping it improves the TV sound, will try it out first on our family room tv, if it works well its going off to my mum and dads for the large sony tv.
worst case my kids can use it.
