I believe the Ryu amiibo will work just like the other amiibo, so to answer your question, yes it will work without dlc. You will still need to purchase the dlc to unlock him as a playable character though.

Shame that it doesn't unlock content on games like Skylanders (the exact character becomes playable) do or at least a Mii Racing Suit in Mario Kart 8.

There is a roy amiibo. He is nothing to do with ryu. Roy is from fire emblem.

What I was saying is that the functions of amiibos are limited to what it can do than what it should do. Like, who wouldn't like to tap the NFC toy and play it as him/her? Sign me up!
