This offer combines with 2 for £X offers and does so in the Waitrose way. That's to say that the 25% is taken off the full price.
So for example, 820ml bottles of Fairy Liquid are £2.00 each, or 2 for £3.00. Buy 4 bottles and you get £4.00 of multibuy savings, leaving £4.00 to pay.
I just tested this in store and can confirm it works.

The double discount also works on Ecover washing up liquid. The 500ml bottles are £1.60 each or 2 for £2.20. With the multibuy savings you get 4 bottles for £2.80.
The double discount should also work very well on Ecover toilet cleaner. The 750ml bottles are £1.75 each or 2 for £2.00. So it should work out as 4 bottles for £2.25.

Just to confirm the Ecover toilet cleaner works as planned. I just got 4 x 750ml bottles for £2.25.
Obviously you could combine the two Ecover deals and get 2 bottles of washing up liquid and 2 bottles of toilet cleaner for a total of £2.53.

i picked up fairy a few weeks back 29p a bottle... only took 3 but there was a full shelf reduced to clear... couldn't see any logic in the clearance...
