No, you need to install the play services framework and some other bits n bobs too. Then multiple reboots to get it working. It's a faff.
But it's definitely pre-installed on this model.

Thank-you to all who responded to my post and for your help. As per your instructions I downloaded an app which displayed the hardware information. It showed that the CPU was 1.8Ghz. That was still contrary to one of the comparison website which claimed that the CPU should be 2Ghz. However it also showed that the camera is 16mp .. and in the comparison website, it displays a 13mp for the 1.8Ghz version. This all means that the information on the comparison website doesn't seem all up to scratch.
In combination to the other information you provided here, I read and watched some more reviews on the internet and there's now enough information which suggest a good probability that I may, after all, have the correct phone. I wish there was an official spec in xiomi's website to confirm. However what keenan316 says "The Pro bit was only added by 3rd party companies" may explain why this isn't the case.
Present sorted for partner and if there's any complaint that it isn't 2Ghz, I'll throw in a reminder that size doesn't matter.

Download an app from the playstore, just type in 'phone chipset'.
It'll tell you what version you have.
The snapdragon version you have should also have a 16 megapixel camera as apposed to 13.

In China there is only Xiaomi Redmi Note 3. The Pro bit was only added by 3rd party companies.
Under settings, in the "about phone" section, it will only say Redmi Note 3.
If you choose the region as UK or International, you will only find the spec for the Redmi Note 3 NOT Redmi Note 3 pro - I don't know why. You have to choose 'mainland china' .. however the names are different after google translate, so it was a lot of trouble but eventually I was able to work it out and that's when I came to my conclusion that I've been duped.
However, if someone was able to prove me wrong here, I would be very grateful even at the cost of being laughed at.
Also in the About Phone section it says: "Redmi Note 3" in Model number. I was expecting it to have 'Pro' in there?

New Note: The warning below was based on information I had at the time of writing it. However based on others' feedback since I posted below, I'm in the process of verifying whether the information was correct. In the meantime I'm removing the big caption of 'WARNING' from my post.
I received a rednote 3 NOT a rednote 3 pro.
In Settings > About Phone, It will tell you what processor you have. If you see 1.8 Ghz or less, then its NOT the pro. It should be 2 Ghz.
Has anyone else fallen for this scam? I would be grateful if you let me know. I'm about to contact AliExpress for support for the first time, can anyone reassure me its not going to be too painful?

Would have thought any charger will work, but for equivalent charging times to the original charger use one with same or better current specification (Amps). The charger(s) will have this information on it.
I did say try unlocking the bootloader if you can read. Pretty obvious you had to contact the seller as only they would know the pin code. Next time buy a Doro mobile.

As mentioned above the bootloader is locked therefore you cant enter recovery
Think you have two options :
1) Contact the seller and ask for a replacement ASAP
2) Flash the Global ROM as described in post #143
If it were me, id go for option 2 baring in mind even without the lockscreen problem you'd still want to flash the Global

xiaomi no longer allows you to get into to recovery mode via power button and volume. to change rom you need to unlock first then flash new rom.which can be done via zermattbusby link below

Try factory resetting it by turning it off then holding volume up or down (can't remember which) the pressing the power button. Navigate the Recovery menu using volume up and down keys and the power button to select the option

Fair point, the CPU is irrelevant since Android, particularly the MIUI variant kills background processes based on available free RAM. So the 3GB version is the one to go for regardless of the CPU.

Takes a bit of looking after though. But it is nice. Did think about moving for a smaller one but wife lives the privacy and peace and quiet. Plus the amount of birds we get in is amazing. I use the bird up app and it usually finds 15 to 20 different birds singing in a 10 min period.

I've got the 2GB version with the MediaTek CPU and the 3GB version with the Snapdragon CPU. The 3GB is a much better experience. I flick between apps quite a lot, running Spotify, Hangouts, Ingress, Runkeeper often simultaneously when I'm out playing Ingress. The 2GB often kills one or more of those apps while they're in the background. The 3GB version doesn't do that at all.
If you're not a heavy multitasker, then 2GB will be fine for you. If you are a heavy multitasker get the 3GB, otherwise you'll regret it.

That shows the 3gb model to be faster in virtually all the tests. The boot time of the 3gb is almost twice as fast as the 2gb version. He also didn't do any multitasking tests where he has several apps residing in memory.

I opted for the 16gb version as well. The only thing that takes up lots of space is media like music, photos and videos. Setting the camera to save to external media has always been the way forward for me and I also keep my music on the same sd card. Never experienced any slowdowns with this method..

3gb/32gb is infinitely preferable over 2g/16gb. If they were asking +£50, then I could understand but £25 is peanuts for the extra speed and capacity and gives the phone more resale value if you ever upgrade.

Yeah i am speaking for myself and everyone else that will never get close to filling 16gb (prob more like 10gb usable right?) and you are speaking for yourself and those that will. There are 2 sides to everything and you don't seem to even acknowledge that for many people having the extra 16gb wont even be worth an extra £1 let alone £25.
Plenty of online reviews seem to suggest the 2gb/3gb RAM issue is almost undetectable.

You're only speaking for yourself only in terms of speed and storage required. Google Maps, Co-Pilot, various live travel/train/traffic alert apps take up a ton of space and need some processing power and good memory throughout. I don't want to be waiting 10 seconds for the phone to stutter and stall and get its act together when I say, "Navigate to XYZ." FB, Outlook, Emails, Messenger, diary and calender syncing etc takes up a ton of space, as does my Kindle library, Play Books library, Audible library, online/offline Pocket reading, Chrome etc. And that's before we even get into music collections and videos. Android is also very memory inefficient and clogs up with junk and broken files over time. I would always say, get the biggest memory capacity you can if the price is reasonable. +£25 seems pretty reasonable to me.

I think most people over the age of 25 probably only have 2 or 3 gig of apps anyway?? Im 40 and have 3 apps and all my storage is for photos so speed is irrelevant. Just looking for a better build quality and camera then my SU6 so the 2gb/16gb seems to fit the bill?

Slow as nails though. Even a class 10 card is noticeably slower than the onboard eMMC memory and even you can't move every app onto external storage.
The Xiaomi has the powerful hardware, particularly if you look at Geekbench type benchmarks.

Mine came with a custom rom and not the global. Did not get it from same seller. Need to check firmware version against global official. The global does not come with UK locale so if it comes and it does its not the global but a messed with custom.

You will need to flash the global rom from the manufacturers forum to get Play Store. I'm quite rom savvy having started back with Windows Mobile on old htpc devices and even I found the instructions I could find somewhat unclear. There may be better guides out there though.

This phone comes in a few versions. The one listed here is the Global version and has the Snapdragon 650 CPU,it comes with the Global firmware which has Google Play Services pre-installed.
The other variants are intended for the Chinese market and use local alternatives to Play Services.

Google play is not officially launched in China hence why its not included. Install the global official rom and its got it. If you are not comfy installing new roms then it's not for you.

No, you need to install the play services framework and some other bits n bobs too. Then multiple reboots to get it working. It's a faff.
But it's definitely pre-installed on this model.

All redmi note 3's have same size screen.
The pro is 16gb/2gb and pro prime is 32gb/3gb bith with SD 650. The older note 3 has a mediatek cpu but still same price.
The redmi 3 has a smaller screen but is a different phone.

In combination to the other information you provided here, I read and watched some more reviews on the internet and there's now enough information which suggest a good probability that I may, after all, have the correct phone. I wish there was an official spec in xiomi's website to confirm. However what keenan316 says "The Pro bit was only added by 3rd party companies" may explain why this isn't the case.
Present sorted for partner and if there's any complaint that it isn't 2Ghz, I'll throw in a reminder that size doesn't matter.

It'll tell you what version you have.
The snapdragon version you have should also have a 16 megapixel camera as apposed to 13.
Under settings, in the "about phone" section, it will only say Redmi Note 3.
The CPU should say Hexa-Core 1.8Ghz Max..

If you choose the region as UK or International, you will only find the spec for the Redmi Note 3 NOT Redmi Note 3 pro - I don't know why. You have to choose 'mainland china' .. however the names are different after google translate, so it was a lot of trouble but eventually I was able to work it out and that's when I came to my conclusion that I've been duped.
However, if someone was able to prove me wrong here, I would be very grateful even at the cost of being laughed at.
Also in the About Phone section it says: "Redmi Note 3" in Model number. I was expecting it to have 'Pro' in there?

In Settings > About Phone, It will tell you what processor you have. If you see 1.8 Ghz or less, then its NOT the pro. It should be 2 Ghz.

As mentioned above the bootloader is locked therefore you cant enter recovery
Think you have two options :
1) Contact the seller and ask for a replacement ASAP
2) Flash the Global ROM as described in post #143
If it were me, id go for option 2 baring in mind even without the lockscreen problem you'd still want to flash the Global
Try factory resetting it by turning it off then holding volume up or down (can't remember which) the pressing the power button. Navigate the Recovery menu using volume up and down keys and the power button to select the option

If you're not a heavy multitasker, then 2GB will be fine for you. If you are a heavy multitasker get the 3GB, otherwise you'll regret it.

I'll presume the ship journey around the world before it comes to the UK will take a while for delivery of the phone, but it's good that it's been dispatched so quickly
3gb/32gb is infinitely preferable over 2g/16gb. If they were asking +£50, then I could understand but £25 is peanuts for the extra speed and capacity and gives the phone more resale value if you ever upgrade.

Also, remember these phones have a UI similar to IOS, Everything is on the home screen, no app drawer like stock Android phones. Nova launcher works fine if you wanna change it though.
