There is a 'Keep Existing SIM' option at the bottom of the 'Bundles' page, which allows you to purchase a PAYG phone without a top-up. Unfortunately Vodafone now hides this button a few seconds after the page has loaded. You have to be quick to click the button, if you miss it simply hit F5 or the 'Refresh' button on your browser to reload the 'Bundles' page and try again.

Ctrl-F to search for "Keep" and job done. I'm sure other browsers may have this feature, but I have checked this in Firefox on a Mac and it works.
Quidco pays 3% for instore purchase if you activated vodafone offer with them but have to buy topup min £10 then.

If you use the mobile site the ' keep existing sim' option is always there.

It disappears there too, but if you have a slow phone it will linger for longer.

You don't know who is really sneaky , do you, EU law requires: "If you buy a phone or take out a pay-as-you-go or pay-monthly contract online, by mail order or over the phone, you have seven working days to change your mind without quibble if you do not ask for the service to start at the time you buy." So a seller ,to compy with the law, should make an option available for a customer to ask for a PAYG service. So if such option for a sim only plan were not to be available, the law allows a person within the first 7 working days you can cancel without any fuss.

Hitting F5 then the Stop button as soon as the page loads also works, tried it in Explorer, Chrome and Firefox.
