Poundshop is online only, they have no physical stores.
Basically, this offer is a sprat to catch a mackerel. They're losing about 80p on the chocolate, but to get the offer you have to spend £29 on useless tat that that you don't need / want.

The more you think about it, this is a rubbish deal, as on a £30 spend it's costing them very little, and you can only buy one.
It's just one of those offers that look good, but the more you look at it are just an advertising tactic to get you on to their site.
