It'll come with a 2 pin plug, but that's from wall to power block. Get yourself a standard kettle power lead in advance, which I didn't do and had to use an adapter for a bit.

Yeah, my understanding is that the tax situation is much easier when it comes to import because it's already been paid. It certainly makes buying and selling in Europe much easier.
