Cats need muscle meat (60-70%) and some offal (30-40%) due to specific vitamins and minerals. no veg and other carbs where possible.
It says on your own link, that the 4% is just the minimum required to say what flavour it is e.g. With chicken, chicken flavour. The meat content will be much higher than that because wet food is usually at least 80% water so 4% chicken becomes minimum 20% chicken.
Regardless, the cheap pet food is fine for cats. The best food is one your cat will eat and one you can afford imo. There's plenty of animals that need food and homes without worry about which food has a few % more meat.

Yes, it is my cat's favourite, and the rest of the cat food has the same content, except of Encore and Lily's kitchen which is so overpriced...Felt guilty about feeding her Whiskas first, but she stays healthy and looks great. Not so bad overall!!
