This seems like a pretty good price for Fallout 4 on PC.
The higher GBP price in the title is available to anyone with a PayPal account, PayPal will convert foreign currencies to GBP and then charge your bank account in GBP, so there are no extra fees.
The lower price is only available to those with a zero foreign currency transaction fee credit card, such as a Halifax Clarity Card.
DO NOT pay in Euros on a standard UK credit/debit card, there will almost certainly be extra charges applied by your bank or credit card company.
Naturally, prices may well change by a few pence, either up or down, as the Euro to GBP exchange rate fluctuates.

No idea. I thought this would have gone down well, to be honest. It's a well received game at a good price from a reputable seller. I guess it must just be the unpredictability of HUKD.

It was £19.97 for the Steam key from Funstock Digital (authorised seller) in January, and £19.99 from Amazon.co.uk (authorised seller) for a looong time in February, boxed, with a Franchise Book and a Soundtrack CD, so perhaps people are expecting more than a £2 saving from skipping the extras? Or maybe they don't think the small saving is worth going through an unauthorised reseller? (I don't think it's "cold", I'm just guessing!)
Either way, I think this is a good price for a very good game. Be warned: the writing is atrocious, there's basically no "dialogue" system to speak of ("monologue" would be more accurate), the RPG stats and skills have been changed to basically Action RPG skills, and there's almost no humour to be found in the entire game. In other words, it's not a "Fallout" game. What it is, is a terrific romp through a world that feels alive, with excellent combat and fun weapons, armor, customisation, and even loot. Taking down a Legendary enemy and picking up a usable bit of Legendary equipment is a great feeling. My Ghoul Slaying Hunting Rifle and Exploding Combat Shotgun were almost like good friends...
So, yeah, it might not be a great Fallout game, but it's a great game in its own right. If you've got a gap in your backlog this week and £18 to spare, I recommend it.

The whole unauthorised seller thing seems unlikely; this got to about 350 degrees a few weeks ago at £18.52 from CDKeys. That said, it was posted by a HUKD "celebrity", so maybe that had something to do with it.
