The rumours are very very likely though cause the VR needs a better spec console to run more powerful games, im in two minds to get the newer model or buy an older model!!

I just bought a PS4 myself after more than 10 years after my last console (PS2), right before the PS4.5 rumours got much more real, and I'm not that **** off (IF they really don't make exclusive games for the latest model).
It's just like when you are about buy an S6 and they announce an S7 so you decide to wait and so on, vicious circle of waiting in technology.
Considering that in my opinion the PS4 real lack is in games more than in raw power I am not willing to wait another year and a half for the new model to go down in price just to play the same games with a bit more details and some more fps.

The PS4.5, or Neo, or whatever it ends up being called, won't make that much of a difference to most buyers I don't think. Rumours seem to indicate that its main benefits will be a slight power bump and 4K capability, which isn't going to have me rushing out to replace me existing console.
I think it's mainly going to be of interest to VR enthusiasts, which is likely going to be a fairly niche market.

Are the specs out there now? I thought it was all rumour at this point.
Either way, the difference it makes to gamers like me is only going to be slight, given that the old and new consoles will be sharing a common software library. Which is a smart choice I think - fracturing the market would be bad for Sony (and I speak from experience as a former Sega 32X owner!).
