I think what he means is that it is cheap for 32GB, largely because it is not at the upper end of DDR4 capability.

Sure, but I would say you are in a minority here, as along with gaming video/photo editing people will benefit more from a better graphics card then more (than 16GB) ram, (or in this case more from a better cpu.)
So basically we are left only with virtualisation and while many people like to play with it, I would say most are perfectly OK with 16GB and again better cpu is more of a benefit.

Why would you spend it on a graphics card if you didn't need one? Again the assumption is gaming. There's many many people who'd want 32GB on a budget for semi pro work and don't game. In fact I have a HP XW6600 workstation dual quad core it has 32GB RAM in it. I can run multiple VMs on it, only graphics card I need is basic one that came with the workstation.

I think he was aiming more at, if you are on a budget you are far better of spending extra on a graphics card than on extra RAM for most uses including those you mentioned, 16GB of RAM is plenty for 99% of use cases and also you have a chance to add another 16GB in 6 months or so if you really need them, while a graphics card upgrade will be a substantial new cost.
But yes this discussion is pointless, there are plenty of things you can use a lot of RAM for and this is a good price for anyone wanting to have that much.

After my dilemma with the DDR3 deal yesterday, I thought what the heck and went for these. Truth is, I figured if I don't know what would make other RAM better a choice, then I probably won't notice the difference either way.

This is DDR4. If your motherboard supports DDR3 you can't use these.

I spent a week reviewing various RAM-CAS timings for an Opteron 146 build once. I got to the point where +/- 10ns was bothering me. Never, ever again.

I'll not be grabbing this as I don't need it but that's a great price! As for why you'd need 32Gb? There's various reasons but really for this... why not? You never know when it may be beneficial for you to have more. You could just use 16Gb and keep the other 2 spare or sell them on as well!
