I hope it hits this price or lower on ps4 soon. It's a great game, but lacks player numbers so you'll often find yourself spending more time in matchmaking.

I played last night and didn't have to wait anymore than 90 seconds for a game to fill up - not knowing the maps was the biggest problem I had...

That depends if you're playing on Casual or Ranked, and what your actual rank is. It's a lot easier for bronze/silver/gold ranked players to get a game than platinum or diamond players.

Is he? I assumed he had the PC version as he was hoping for the PS4 price to drop?
According to steam stats, the peak so far today (off-peak time) is 6,700 on PC playing through Steam, and this doesn't count the people playing directly through uPlay - so it looks pretty healthy on PC.
Regardless, the PS4 version sold more than the PC so it would be reasonable to expect that more were playing the PS4 version so matching would be quicker?

After 11pm in the UK, I spend ages in matchmaking. Terrorist Hunt on Hard is normally quite quick though.
