had cheap compost and lots of mosquitos came out of it given some time.

Well this compost is made in the sunny climes of Northern Ireland and contains no green waste so not much chance of Mosquitos.

probably fungus gnats - look like tiny mosquitos but "harmless" although incredibly annoying.
They're also in expensive compost. Best way to deal with them is to dry the soil out completely (not in the bag, in the plant pots)

Mosquitoes breed in stagnant water, not compost.
