Was £44.00 labeled as £25.23 but once in basket goes in for £20.53.

It's not a glitch, boots are running a save extra 10% on selected gift sets and also save 10% when u spend £40 on selected fragrance and luxury beauty

It's taking 20% off the sale price of £25 so I think it is a glitch , it should only be taking around £2.50 extracoff

No, its just taking all the discounts off the pre-discount price...typical Boots checkout algorithm....that said its not the 'normal' way to process discounts.
