Absolutely, too many bounce outs and false economy - spend a bit more and get something better.

v cheap boards like this are, as mentioned, a false economy
dig deep and buy a Blade 4, it'll cost 3x as much, but it'll last 5x longer and you'll really appreciate the vast difference in quality

got a blade 4 after a user recommendation on the last dartboard deal (the £7 tesco one) for £19 on argos (think its noe gone back up to £30), fantastic dartboard and it's the professional one used in the lakeside bdo world darts championships. anyone recommend any tips to keep the board in good condition?

rotate regularly, and keep your darts tips in good shape

False economy means that you buy something cheap that will not last as long as more expensive item. This way you end up paying more in the long run.

It has wires and staples so you'll get more bounce outs than the blade. The wires also tend to bend over a period if time. Finally the numbers appear to be printed on so you can't rotate it and the board will get hammered in the 20s. All that said it'll be better than the paper boards you see.

This Dartboard is the same price at Argos online. Link.
They have an offer of 20% off Winmau Dartboard Surround with this Dartboard. However the smaller outer area of the Rebel Dartboard means it won't fit actually this surround.
As others have said, you're better off spending a bit more and getting a proper Dartboard.
