Every year a toshiba with i3, 4GB RAM, 1TB HDD is about £200 for the past 2 or 3 years now.
It is just funny to see how the same specs for the same price hold up for 2 years.
Having said that, £200 is not bad price for the specs.
I have a relative, 2 friends who wanted cheap laptop, they all bought the i3 Toshiba. They said it is a ok laptop. Two of them asked me to help them put a SSD in. To them, it is the fastest laptop they ever used due to the SSD.
If only the colour is black, the deal should get hotter. And if you just need a cheap laptop for normal use, do not hesitate on this one.

The older versions in the past had i3-3110m or 3120m which is more powerful than today's U version.
But U version is the norm for today's laptops now.

But it is a refurb, not brand new. For a refurb, the price should be lower than that.
HP consumer laptops have reputation for not durable. HP business laptops are fine.
