Is there a risk that the fuel additive having sat on the shelf for so long (hence the huge discount) has lost a lot of its properties just like how fuel goes stale being sat in the tank?

Fuel going stale in the tank can be due to oxidisation and the hygroscopic nature of fuel which is to attract water, however decade old discarded cars found in barns have started on decades old fuel. I would worry more about why you would even consider the product in this deal to be useful.

Useless. You would be better off using a bit of Shell V-Power, BP Ultimate or Esso Synergy Premium now and again to clean the system up, or if you want a higher Cetane rating. Up to 4 points is nothing when considering the standard is 51 and premium diesel can reach 61.
Also this stuff can damage the fuel injection system, short term gains for long term problems?
