It was created as a medical antiseptic. The floor cleaner and gonorrhea remedy uses (in distilled form) came later. Then it became a mouthwash. (Which is when it really took off)
The antiseptic properties being the main goal in all cases so it kind of makes sense really.

Listerine was originally a floor cleaner.. then used for gonorrhea (No idea how people first put it in their mouths !)
