How well do old films translate to blu ray? Would they be a step above DVD?

In general? It varies between films. Majority are an improvement, some immensely. A few have trouble in transfer due to the original source film being damaged, or just general laziness in the transfer.
Some of the best blurays ive ever seen have been on older films, the John Wayne movie The Searchers looks incredible. Just looks like it was made recently due to the transfer quality, despite being made in the 50s.
I know both the Bat Man movies in the set have very good blu-ray transfers, Beetlejuice looks good to

Old movies were shot on 35mm film which doesn't have a specific resolution but is capable of holding more detail than Blu-ray or indeed 4k. How good it looks comes down to the quality of the transfer, you can almost certainly find examples of decades old movies that look better on Blu-ray than a recent movie. As long as the transfer was done well these should be a significant improvement over DVD.
These Tim Burton collections aren't a best of because different companies have the rights to different movies, so each collection is limited to the movies he made for a particular company.
