Not broken at all. It's great, especially if you have mates. Don't expect a singleplayer elder scrolls game though, this is an MMO through and through. But with some nice Elder Scrolls trimmings, e.g voice acting, story, open skill system.

Out of all the games I got in the sales, (about 9 in all) I've ended up playing only this. It's the best MMO experience you'll get on a console. It's a bit annoying the lack of an auction house and hardly anyone joins team chat in groups (at least at low level) but other than that it's like Skyrim where you occasionally see others.
Dungeons from what I've seen are challenging too, expect many wipes if you're joining PUGs
