If by phantom you mean USB (rather than 48v over XLR) then no it's mains powered. All current 3.5" desktop based drives will be mains powered at present.
If you want USB powered then you'll need a portable 2.5" based drive.

"Yawn" here we go, I have this very drive and have had it for some time - it has my films on it and is accessed on a regular basis and surprise surprise it still works perfectly.

That info is related to drive from 2012 which over the course of 3 years had an over 40% failure rate according to stats collected by backblaze. Current Seagate drives are fine and around the same ~5% ish failure rate that any other manufacturer will have.

You're talking nonsense! The 40% failure rate in the Backblaze study comes from 2014. Their latest report (July 2015) indicates a 25% failure rate. So whilst there have been some improvements, 3TB Seagates still show a 5 times higher failure rate than other HDD brands - which is totally unacceptable.
Lack of tact in your response aside I'll respond to this rationally. That link is for data on the st3000dm001, which is a 7200rpm drive (so not the one in this USB caddy) originally released the end of 2011 and from backblazes own article deployed 2012:
Their failure rate reports do include data for up to 2014, but for those drives over a span of several years. It's not data on current models of Seagate hard drive.

Do you know what drives are in this enclosure? Their ST3000DM001 which is 7200.or the ST3000VN000 5900rpm NAS drive?
The ST3000DM001 is the model which had terrible failure rates although there is no possibility they haven't fixed what ever the problem was and are still selling junk.
