forgive my ignorance, are these oil ones the best kind, and how do I work out running cost?

No, you don't need to change the oil. In fact they're sealed so you can't.
I've got an Aldi one that has started to leak though. Big problems if it was on nice flooring as it would have wrecked it. Luckily it was just on a concrete floor. I need to find my receipt to take it back.
As for running cost, think of a running 37.5 40watt light bulbs. But remember that it won't be on all the time as the thermostat will turn it on and off once it's up to temperature.
