Had a similar model/spec for over a year bought around this price. I'd expect a better processor for the money.

Seems solid enough. Any shortcomings or things I should be concerned about if upgrading in the future? Bit of a noob here...

It won't be particularly upgradeable. You could probably change the hard drive for an SSD quite easily, but the processor will hold it back in the long run. Theoretically it will take an i5 or i7 in the 4000 series, but the power supply is likely to be insufficient. Having said that, for £300, this is pretty good value.

This seems OK for the money, recommended to my outlaws who want a sub £300 PC

I would disagree with the upgradability aspect. The i3 4160 is a 54W part. You could easily move to an i5 4570k which only takes a further 30W. If the PSU didn't have this headroom then it would not be terribly stable!
Upgrading graphic card with the existing PSU, that's another story.
This would be fine for upgrading and is a good price for all the component parts, even if they are using the cheapest available.
Put a nice rated PSU and mid-range graphics card for about £120 all-in and it'll play most things quite well at medium settings.
