Doesn't France use SECAM for TV settings instead of PAL or NTSC? Will this make a difference if using the units in the UK?

Broadcast systems are irrelevant to the PS TV, it is region free.

I'm no expert, but I think it's the old one - just because in the picture the PS4 has a glossy section.
From what I've read the new one is entirely matt.
