Can you turn EE cards into Playstation or Google Play credits still?
I know Vodaphone sim cards you can no longer do it with.

Google Play supports carrier billing.but I believe it only works with O2 SIMs.
Playstation Store does support Orange and TMobile, which I believe means they don't support EE (but then again it's the same company so it very well may work).
However, do note that to topup your PSN via Mobile they do charge you 10p.

The store also gets commission if you top it up I used to sell them get the cards for free and sell for 99p when the customer tops up £10 we get £3 commission paid direct to us by any SIM card provider.
That why you see them on eBay all the time
