Estocks have literally hundreds of thousands of negative feedback, but because the percentage of negative compared to positive is relatively low because of how much they shift, eBay don't take any action.
My experience with them (and I've bought from them a lot) is purely pot luck. Sometimes it turns up, sometimes it doesn't.
Never had problems getting money back though, eBay always come through

i ordered with them fifa 15 and first one didnt work cos had small scratch. I emailed estock and they apologised and sent another fifa. they didnt want broken one back so it cost me nothing.
