The answer depends upon your game resolution and not simply a "no" as the previous posters state.
I'm a Skyline addict and while small Cities at say 1080p don't require too much horsepower once you game at 4k and have 150k residents over a spiralling land mass yes it requires some serious GPU power.
You can turn a lot of the graphics options down to suit however but then don't get the lush look.

Wow good price, by the time I actually get round to buying this after I've finish some 30+ unfinished steam games it'll probably be free, tempting just to add to the collection now though :P

Good price for this version, am currently downloading the deluxe edition so glad I didn't pay more for that than needed!

I can't get enough of this game. it really comes into its own with some of the community made mods, some of which are essential imo.
