Technical yes, but you would have to really annoy a copper to get a ticket for these. I used them in the City all last winter on my commute and didn't get my collar felt.
Useless, you need multiple led for a continuous look, something like THESE

I've had a few of these, they look effective in the dark, but be warned, they make dogs go mad and chase after you, so then you need to cycle as fast as you can get away...

Funny thing I don't see many people ever use them

They're very hit and miss if they'll work or not, if you order some, make sure to get 6 because unless you're very lucky, you'll most likely only get 1 or 2 that work properly, I ordered about 12 and only got 3 that worked.
Saying that, when I cycle 20+ miles in the winter nights, they're brilliant and keep you very safe on roads as you can be seen miles away! I've seen a lot of grown men using these lights on their bikes and no they're NOT illegal on bicycles at all, I know personally because I've cycled past hundreds of police cars/bikes using these lights and while it grabs their attention, they've never flagged me down at all.

Not the first time at all, just this time it's spelling is incorrect, there are two "g"s, Banggood is pretty good - I've got a slight leaning towards them rather than DX which used to the be go to place...

I've purchased from there plenty of times and seen plenty of links to cheaper items there in other posts. Has a better support /forum than DX and focal price in my opinion and they are both on here

help section says
Generally speaking we only allow UK based companies, although allowances on the above will always be made for merchants who have a strong reputation with our members
This is the first time the retailer Bangood has been posted so unsure how it has a strong reputation.

Don't think these are road legal although if amber in colour could argue them being 'marker lights'

Do these turn on and off when you start/stop?
Are these considered safe on the road? Obviously they're no replacement for proper lights, but are they distracting to drivers?
